Council to consider method for UEP assessment
The Cape Coral City Council is expected to vote on resolutions related to the assessment methodology for the North 3 Utility Expansion Project (UEP) on Monday.
The next phase in the UEP will adopt assessment methodology for two components: line extension assessment, based on equivalent parcel method for water and irrigation distribution mains and wastewater collection mains; and the capital facility expansion charge, based on equivalent residential unit method for treatment and transmission.
The city also is installing Alternative 5 for the “applicable North 3 UEP major-road corridors instead of the typical major road section,” the presentation states. This method differs from the standard UEP approach “by allocating more space to roadway and drainage/greenway functions, rather than treating the corridor as an ordinary residential street, while providing enhances multi-modal facilities.”
There are 6,668.7 equivalent parcels for estimated water and wastewater and 6,633.5 for estimated irrigation. The total parcels for estimated water and wastewater is 5,179 and 5,180 for estimated irrigation.
North 3, located east of Burnt Store Road, has an estimated total of $35,264 per property and North 3, located west of Burnt Store Road, has a total of $41,029.
The North 1 East total was $32,288, and North 1 West was $33,367.
According to the presentation scheduled for the special meeting, the assessment can be paid in full or in annual installments on a tax bill.
The city will finance the cost of North 3 through bonds, which will be repaid over time by the assessments and water and sewer fees.
The North 3 UEP includes 58.8 road miles, which has an estimated project cost of $384.1 million. The construction bid is $327.8 million.
According to the presentation, the estimated cost funding sources for North 3 are $179.3 million from SF, $142.5 million from CFEC, $35.5 million from alternative 5 road improvements, $4.5 million from transportation, $21.6 million from stormwater (debt), and $0.7 million from utility fees (fiber optics).
The council will vote on three resolutions, 243-26, 244-26 and 245-26, all of which have public hearings. They all relate to the construction and funding of potable water improvements, while creating the North 3 Potable Water Improvement Area, as well as confirming the initial assessment resolution and establishing the maximum of annual assessment.
According to the presentation, there are many next steps for the process, which include a homeowners informational meeting on Oct. 19; a public hearing for final assessment resolutions and assessment rolls, resolution to approve construction contracts, and resolution to approve construction engineering and inspection contract on Nov. 2; followed by a notice to proceed for construction in December.
The special meeting will be held at 4 p.m. Monday, Sept. 28, in City Council chambers, at 1015 Cultural Park Blvd., Cape Coral.
The meeting is open to the public.
