Park user fees, rental rates to be discussed

Cape Coral City Council is expected to decide the city’s direction for establishing tiers, user fees and a tax subsidy for Festival Park on Wednesday.
Rental rates for city facilities be discussed include the artificial turf fields, natural turf fields, and the amphitheater, as well as establishing a subsidy level for each of the three rates.
The presentation will highlight cost recovery considerations – the life cycle replacement expense and full cost annual expense.
The full annual cost for the artificial turf field is $454,860 with sustainable annual hours of 3,200; $359,581 for natural turf field with sustainable annual hours of 1,200 and $130,714 for the amphitheater with sustainable annual hours of 500.
The full cost per hour is $142 for the artificial turf field, $300 for the natural turf field, and $261 for the amphitheater.
The proposed field use hourly rental fees are broken down by five tiers.
The first tier is $21 for artificial turf and $45 for natural turf for community benefit; $57 for artificial turf and $120 for natural turf for the second tier of government/institutional; $107 for artificial turf and $225 for natural turf for the third tier of individual/community; $163 for artificial turf, and $345 for natural turf for the fourth tier of mostly individual and $213 for artificial turf and $450 for natural turf for the fifth tier of highly individual/commercial.
There are three tiers for the amphitheater rental fees.
The first-tier government/institutional is $260 for four hours, $520 for eight hours and $780 for 12 hours; the second tier is $800 for four hours, $1,600 for eight hours and $2,400 for 12 hours for the second tier of community/individual and the last tier of highly individual/commercial is $1,305 for four hours, $2,610 for eight hours and $3,915 for 12 hours.
The remaining topics on the Cape Coral City Council workshop agenda include a property donation policy, update to the financial management policies, citizens input camera view and Heydon Lane replat.
The workshop will take place at 9:30 a.m. Wednesday, Sept. 9, in City Council chambers, 1015 Cultural Park Blvd. following the South Cape Community Redevelopment Agency meeting at 9 a.m.
