Council to discuss boat slip component of Jaycee Park rebuild

The second phase of the Jaycee Park improvements project – boat slips – will be discussed Wednesday.

According to the presentation to come to the Cape Coral City Council workshop, the design parameters for the boat slips provide for up to 24 vessels with a maximum of 40 feet in length, and a transient dock facility.

There also are many occupied and extreme conditions accounted for in the design, such as winds from 40 mph and normal tide ranges to the extreme conditions of winds up to 145 mph with tides and surges.

There are varied dock concepts. 

Option A for V1 includes a marginal layout with a single location at the north end and fixed, or floating docks with the capacity of 16 total vessels at a 40-foot maximum length. This option has both pros and cons with the cons being a long, single dock that does not protect all vessels and necessitates dredging.

The B option for V1 includes an enclosed layout with a single location at the south end on a fixed, or floating dock for 17 total vessels at a 40 feet maximum length. The cons of this are more encroachment with rim channel and additional dredging verses the first option.

The V2 concept offers a tee layout with fixed docks for a total of 24 total vessels at a 40-foot maximum length. This also includes a kayak float and split into north and south docks. The cons include more encroachment with rim channel and minimal wave attenuation capabilities.

These three options are based upon 2021 bathymetric.

The V3 dock concept also has 24 total vessels at a 40-foot maximum length for a marginal layout, fixed or floating docks that are split into north and south docks. There is also a kayak float for this option. There is only one con – minimal wave attenuation capabilities.

This is based on 2023 bathymetric.

Dock concept V4 includes marginal layout, floating docks that are split into north and south docks for 24 vessels at 40-foot maximum length. There are no kayak floats for this option. The cons include encroachment with park sight lines at north dock and additional dredging verse V3.

This is based upon an updated 2023 bathymetric.

The last concept, V5, is based upon the 2025 bathymetric and includes 21 total vessels at a maximum 40-foot length. There are north and south docks that have a marginal layout, floating docks and a fixed approach pier. There is no kayak float with this option. The only con is the reduced number of vessels.

In February of this year, sitework began at Jaycee Park for the improvement project. As of September, the city’s website states that the project remains on schedule for a completion date of April 2026.

Some of the work completed in September include 99% of the site’s light poles being set, the north and south driveways in process, bistro building foundation poured, majority of concrete blocks filled at restroom one, and the bandshell and dumpster enclosure.

The meeting will take place at 9:30 a.m. Wednesday, Nov. 12, in City Council chambers, 1015 Cultural Park Blvd.
