Mobility fee vote expected at council meeting

The Cape Coral City Council will vote on a repeal and replacement of the road impact fees with the mobility fee system Wednesday night.

According to a staff report, the mobility fee ordinance will establish a modernized, legally defensible framework for funding multimodal transportation infrastructure needs.

The ordinance includes the Cape Coral Mobility Fee Extraordinary Circumstance Study prepared by NUE Urban Concepts, LLC in July 2025, which the City Council reviewed and approved. According to the ordinance, “the incorporation includes the findings based on the extraordinary population growth of Cape Coral, the need for mobility plan projects to accommodate that growth, and the extraordinary construction cost inflation since the city last updated its road impact fee.”

It further states that “the extraordinary circumstances study establishes the findings of extraordinary circumstances to adopt mobility fees at the fully calculated rates, without a phase-in of the updated mobility fee rates.”

There are four proposed mobility fee assessment areas – South Cape Core, Southeast Infill, Central Transitional and North Cape Reserve. The mobility fee is an assessment on new development and will be based on the area in which the new development is located and the land uses established on the mobility fee schedule.

“The city shall establish a special revenue fund for each mobility fee benefit district. Collected mobility fees shall be deposited into the applicated special revenue fund,” the ordinance states. The ordinance further states that the mobility fees are for project expenses, such as planning, design and construction.

The Attainable Housing value of $350,000 or less per dwelling cost will remain at $2,774 for the years Jan. 1, 2026 through 2029 for South Cape Core for the mobility fee. The mobility fee for the South Cape, Central Cape and North Cape assessment areas is $3,685 as of Jan. 1, 2026, and $4,024 for 2027, 2028 and 2029.   

The single-family detached per dwelling mobility fee will start at $3,765 for Jan. 1, 2026 and increase to $41,184 for 2027, $4,602 for 2028 and $5,021 for 2029 for the South Cape Core. For South Cape, Central Cape and North Cape assessment areas the per dwelling mobility fee is $3,765 for 2026, $4,184 for 2027, $4,062 for 2028 and $5,021 for 2029.

The multi-family residential (apartments, two or more attached units, condo, timeshare) per dwelling mobility fee for the South Cape Core is $2,640 on Jan. 1, 2026, $2,934 for 2027, $3,227 for 2028 and $3,531 for 2029. For South Cape, Central Cape and North Cape assessment areas the per dwelling mobility fee is $2,640 for 2026, $2,934 for 2027, $3,227 for 2028 and $3,521 for 2029.

In addition to the residential and lodging uses, there are also commercial, and retail uses mobility fees, institutional uses, offices, recreational, industrial and port and terminal fees.

The meeting will take place at 4 p.m., Wednesday, Sept. 17, in City Council Chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
