City: Process for unsolicited proposals
The city of Cape Coral reported private entities can submit unsolicited proposals to local governments for public-private partnership projects.
Under Florida law, private entities may submit proposals to public agencies for projects that could potentially be developed through a public-private partnership. The proposals are reviewed by the city to determine whether they may provide a potential benefit to the community.
When the city receives an unsolicited proposal, the process may include reviewing the proposal, evaluating its feasibility and potential costs, and determining whether to move forward with the project or reject the proposal.
The city added that public-private partnerships can provide opportunities to explore alternative ways to deliver public projects and services while considering potential impacts to taxpayers and the community.

Verizon notifies of Vtext, VZWPix shutdown
Verizon announced it has begun the process of shutting down its legacy email-to-text functionality.
It anticipates the process will be completed by March 31, although some senders may lose access to legacy email-to-text prior to that date.
As of the shutdown’s completion, no one will be able to send texts via emails to Vtext.com or VZWPix.com.
Verizon noted that sender’s email-to-text messages may already not be getting through to recipients because of automatic filtering of SMS spam or because the recipient(s) affirmatively disabled incoming e-mail-to-text messages. For more information, visit verizon.com.
For commercial or public sector organizations that wish to continue using email-to-text going forward, Verizon’s Enterprise Messaging (EMAG) may be a replacement. They can contact their Verizon Sales Rep or the number on the Verizon Business SMS Solutions webpage for more information at verizon.com/business.
