Cape Coral to consider establishment of two development districts

Cape Coral City Council is expected to vote on a resolution accepting a $6.5 million grant for the North 1 UEP East Reclaimed Water Expansion Wednesday.

Resolution 172-26 is part of the city’s consent agenda, meaning there will be no council discussion unless a member of the elected board “pulls” the item for discussion.

Consent agenda items frequently include contract awards for requests for proposals solicited by the city, purchase orders, work authorizations and the like and are approved as a package.

Resolution 172-26 is to accept the South Florida Water Management District’s grant.  This would support the installation of reclaimed – irrigation – water mains.

The grant will fund approximately 182,000 linear feet of 4- to 24-inch reclaimed water mains, which include valves, fitting, and appurtenances.

The North 1 UEP includes the installation of water, wastewater, and irrigation for the transition from private wells and septic tanks to the city’s municipal utility services. To coincide with this, roadway and stormwater enhancements are also being done.

A notice to proceed was issued in December 2025 for North 1 East.

The consent agenda also includes Resolution 155-26, which if approved, would authorize Arex Builders Corp. to provide construction manager-a-risk services for security improvements within City Hall for a guaranteed maximum price of $195,191.96.

A comprehensive security assessment was conducted by CPTED, which showed that the existing facility design “allows unrestricted access to sensitive areas of City Hall, creating security risks during daily operations.” The improvements would establish proper access control within City Hall, as well as enhance the “building envelope through the addition of an interior storefront system.”

The meeting also includes two introductions.

The first is for ordinance 34-26 to establish the 7 Islands Community Development District, for the mixed-use development of approximately 47.18 acres off Old Burnt Store Road along the North Spreader.

The second introduction is for Ordinance 35-26 to establish the Star Farms at Cape Coral Community Development District, which contains approximately 1,279.549 acres. This area is east of Burnt Store Road, south of Yucca Pens Preserve, north of Wilmington Parkway and west of Andalusia Boulevard.

The initial board members would be Lindsay Hernandez, Christian Cotter, Charles Marsala, Charles McDonald, and Khara Yatron.

The meeting will be held at 4 p.m. Wednesday, July 15, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
