The city of Cape Coral will try again to partner with a private party for a food and beverage concession at Jaycee Park.

The city announced today that is has opened a solicitation for proposals at the wholly rebuilt riverfront park at the end of Beach Parkway.

“Qualified firms and operators are invited to submit proposals to operate the concession opportunity at Jaycee Park, located at 4125 S.E. 20th Place. The solicitation is intended to identify an experienced operator that can provide a high-quality food and beverage experience for park visitors while complementing the park’s waterfront setting, amenities, events, and community programming,” a release from the city states.

Jaycee Park reopened in 2026 following extensive renovations that added and enhanced amenities, including a boardwalk overlook, inclusive playground, splash pad, bandshell, sand volleyball courts, covered picnic areas, restrooms, and other recreational features.

This will be the city’s third attempt to reach an agreement for operations of the food and beverage component of near $19 million rebuild.

The city terminated its agreement with Reef Cape Coral LLC in March 2025 after the city rejected a requested contract modification related to financing and then found the vendor failed “to remit the Committed Investment Upfront Payment (‘Upfront Payment’) of $1,370,488.00, plus late charges and interest.”

Citing the city’s financial expectations, concerns about parking and programing, and the inability to come to mutually beneficial terms, The Kearns Group withdrew its proposal to operate concessions at Jaycee Park in June.

The Project ID is 2026-RFP-CM-068-KR. The procurement contact is Kelsey Reed, kreed@capecoral.gov .

The complete solicitation package, proposal requirements, submission instructions, and related documents are available at https://procurement.opengov.com/portal/capecoralfl/projects/305654.

Proposals must be submitted by Nov. 5 at 2 p.m. Late submissions will not be accepted.
