The atrocities of mankind: Where or with whom does the guilt truly, in fact, lie?

It lies in those around the perpetrator(s) who knew better and could have acted but did nothing — out of fear for themselves.

Example: It lies in those around Adolph Hitler who knew better and could have acted but did nothing — out of fear for themselves.

Example: It lies in those around Donald Trump who knew better and could have acted but did nothing — out of fear for themselves.

Example: It lies in those around Vladimir Putin who know better and even now could act but do nothing — out of fear for themselves.

Etc, etc, etc. . .
