To the editor:

Americans currently do not enjoy one of the most important political rights which can possibly be defined :

The right to NOT vote — and have that COUNT!!

There should be defined a minimum degree of voter participation for each position which will automatically be interpreted as a rejection of all candidates for that position and requiring that new candidates be set forth, with a prompt new election to be held!!
