‘Give-and-spend’ council

The forthcoming budget includes a provision for an assistant city manager with an anticipated cost of $100,000 including benefits. This position has been vacant since former assistant manager and then interim manager, Carl Schwing left a number of years ago. The following manager tried to get two assistants, but was over ruled.
The current city manager accepted the position as it is. He has been subjected to satisfactory evaluation. Any future evaluations of the city manager should take into account the cost of this reactivated position, to lighten his work load, when determining any increase in his benefits.
The outlay of an additional $50,000 for a study of waterfront development is another waste our tax dollars. It has been done before and not by a university where it will become possibly a term project by some disinterested students. That money could easily have purchased a new police car at the least. Better yet, use it to clean up those canals!
Unfortunately, we are shouldered with a “give-and- spend” Council. At least until next year!
