Crime rate not reflective of Cape crime?

To the editor;

So, Cape Coral crime is down! Hmmm, as a seasonal visitor I was here four weeks and had my car broken into in a busy Del Prado Restaurant parking lot, $1000 in damage and theft.

Are you sure it’s not just arrests that are down? I understand the police force has been diminished here. If you don’t make any arrests it doesn’t mean crime has been eliminated, does it?
