Why does government feel the need to take farming and mining land?

One news article tells of the unemployment problem. The farm has 30 permanent employees and 100 at harvest time. Mining surely hires many.

They are proposing to build a city of thousands of homes on the Babcock ranch land that has a water shed. They have built development next to the Troye farm. There are large developments south on Corkscrew and more to be built. OK for development, but not for the farmers that supply food and labor for the nation. Mining when done will leave large lakes which in turn will add to the water supplies.
