Vote on Jaycee Park concept plan, P3 proposal, expected Wednesday

P3 PROPOSED AGREEMENTS

The final concept for Jaycee Park, which includes a public-private partnership proposal, will come before Cape Coral City Council Wednesday.

Modifications to the P3 have come from recurring comments from citizens. Areas of concern include shade at the park and the removal of the Australian pines along the riverfront, the proposed bar and the sale and consumption of alcohol, the bandshell, food trucks and issues related to family and pet friendly components.

The P3 proposal calls for the target completion is within 14 months with the partnership between the city and Fortress Secured to provide cost savings.

The private investment component with Black Diamond Real Estate Group for $1,370,488. This group requests there to be a separate concessionaire agreement to manage and operate The Reef and operate the food trucks. Ther also is a concessionaire agreement for revenue-sharing opportunities for the city.

The goal of this partnership is to offer an affordable destination for Cape Coral families, as well as giving back to the community, officials said.

The concessionaire’s agreement calls for hours from 11 a.m. to 9 p.m. daily, as well as a “wet zone” around the perimeter of the concession area, which may expand during special events.

The Reef will provide a guaranteed monthly revenue of $6,250; gross receipts share from food trucks and Reef up to $500,000 in sales at 4% and over $500,000 in sales at 2.5%.

Also to be provided at the reconstructed park will be pavilion rentals, band shell rentals and kiosk rentals for volleyballs, cornhole bags and pin pong paddles/balls.

The total estimate annual revenues is $185,120.

The original concept had a cost estimate of $12 million, which for the final concept has increased to $16 to $18 million.

The landward side – phase one – includes $13.7 million for the actual project construction, $1.9 million for the insurance, bonds, permitting, mobilization, and scheduling and $2.4 million for the construction management, contingency and administration fees.

This includes sitework; utilities; paving; amenities; landscaping and irrigation; electrical; overlook and memorial boardwalks and site furnishings – pavilions, restroom, bandshell, The Reef, playgrounds, and splash pad.

The process for Jaycee Park improvements began in March 2022 when the city issued a request for proposals. In May Pennoni Associates, Inc was selected for the design and engineering services. The concept was presented to the council in January 2023, as well as going before the public in August last year. Feedback from those was presented to the council in September.

Council will meet at 4:30 p.m. Wednesday, Aug. 21 in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
