ReVital Development Group is honored to receive the “Affordable & Workforce Housing Community of the Year” award from Multi-Housing News, a leading national real estate publication. The recognition distinguishes Civitas of Cape Coral, an affordable and workforce housing community for families, as one of the nation’s premier affordable and workforce housing communities, earning top honors among projects evaluated from across the country.

Birdsong Housing Partners and the Lee County Housing Authority served as development partners on this project. Their collaboration and commitment were instrumental to the development’s success, and this achievement would not have been possible without their invaluable support.

The award was announced during the 2025 Multi-Housing News Excellence Awards Celebration, held at in New York City on Thursday, Dec. 4. The event gathered leading developers, investors, partners, and housing advocates from across the country

Civitas delivers 96 new housing units for households earning 30%, 60% and 80% of AMI, serving workforce families, educators, first responders, healthcare and retail workers-residents who support the Cape Coral economy but have historically been priced out of living in the community. Rents begin as low as $500 per month, and demand was immediate, with hundreds of prospective tenants lining up during pre-leasing, some overnight.

Construction was completed in February 2025 after a multi-year development period that began in 2019. The project advanced despite significant challenges, including pandemic-related delays, supply-chain disruptions, record construction inflation and impacts from Hurricanes Ian, Milton and Helene. Civitas received critical financial support from the city of Cape Coral, Lee County, Florida Housing Finance Corporation and hurricane recovery funding.

Civitas was designed to mirror market-rate communities in quality and amenities, with concrete block construction, a clubhouse and resident facilities and an on-site community space that will host educational programming, workforce support and resident services. The development was built to NGBS Green Building standards and incorporates resilient construction methods to withstand future storm events in Southwest Florida.

“Civitas reflects what is possible when public and private partners align behind a shared mission,” said Michael Allan, president at ReVital Development Group. “This national recognition reinforces our commitment to creating housing that is safe, dignified, and accessible to the people who keep our communities running.”
